We are a safe, reliable and secure transportation company.

In 2013, of the approximately 8,700 individuals placed in emergency detention by the San Antonio Police Department, nearly all – 90% – were taken to area emergency rooms. At a cost of approximately $1,500 per emergency room visit, the expense to area hospitals was nearly $12,000,000. Data for 2014 indicates a 5% increase in the numbers of person placed in emergency detention – and this does not even account for figures from the Bexar County Sheriff’s office and the suburban police departments! In the Bexar County, there’s only one service that meets the behavioral health requirements of patients, hospitals, and the State of Texas: Blue Transport.

Exclusive Compliance

BlueTransport provides 24/7, on-demand transportation for hospitals and their emergency rooms. Unlike larger ambulance companies, BlueTransport offers transportation services that are timely, reliable, safe, and with a focus towards reducing client liability.  We achieve this by exclusively employing off-duty police officers with specialized training in behavioral health.  Most importantly, BlueTransport is the only service that complies with the Texas Health and Safety Code. 

Exclusive ED Services

BlueTransport is the only transportation company with the ability to interview, assess, and ultimately exercise discretionary emergency detention authority for persons at risk. If a person exhibiting mental illness arrives at a hospital and does not consent to treatment, the hospital must call for an on-duty police officer to perform an emergency detention for the person to be treated. We are able to perform this service and transport the patient to a secondary location if necessary.

Facilitate Resources/Cost Savings

As per police department policy, a call for emergency detention in an emergency room is not considered a priority. Consequently, a response may take several hours, straining both emergency room staff and resources as they deal with the individual until police arrival. Blue Transport responds immediately and can perform emergency detention services, if necessary. This facilitates emergency room bed availability and frees up staff resources, thereby providing a substantial savings to any hospital.

I started Blue Transport because after more than 30 years in law enforcement, I know there’s a real need for “on-demand” behavioral health transportation services that meet the requirements of both hospitals and Texas law. Patients are better served in facilities that specialize in behavorial health treatment and not costly emergency rooms.

Blue Transport is the first of its kind non-emergency transportation service for Bexar County and surrounding areas. We provide safe, secure, and reliable transportation services for hospitals and other medical facilities with patients seeking behavioral health treatment.

We provide the ultimate security utilizing a staff of 55 off-duty SAPD officers who are Certified Mental Health Peace Officers. 

 

Unlike any other regional ambulance or transportation operation, Blue Transport only utilizes off-duty police officers who are also state-certified Mental Health Peace Officers, and who have undergone Crisis Intervention Training, which prepares them to interact with persons exhibiting behavioral health issues.

As a means of reducing liability for our clients, Blue Transport is the only transport service in South Texas that exclusively complies with the Texas Health and Safety Code, which requires that medical facilities utilize a mental health peace officer when transporting persons under emergency detention and mental health warrants.

And, from a financial standpoint, Blue Transport offers cost-savings to medical institutions because we provide timely response.  We are a 24/7 operation and fully staffed on weekends and holidays. JOHN SAUCEDO is a Captain on the San Antonio Police Department (SAPD) and a substation commander with longstanding ties to the behavioral health community.

As a member of the Community Medical Director’s Round Table (CMDRT) and a 30-year veteran of the SAPD, John has extensive experience as both a manager and a leader. His assignments have included Internal Affairs, undercover Narcotics, and City Hall liaison. In addition to his service, John has been awarded the Medal of Valor, the Department’s highest honor, for rescuing a dying victim during a hostage/shooting incident.

John has received a Master’s Degree in Public Administration from the University of Texas at San Antonio and graduated from the FBI National Academy in Quantico, VA. He also has both a Certified Instructor license and a Master Peace Officer’s license from the Texas Commission on Law Enforcement, and importantly, has received Crisis Intervention Training and is a Certified Mental Health Peace Officer.

As a 20 year veteran of the San Antonio Police Department, Michael Ross is an experienced manager and leader. He has had a number of assignments to include being a member of the Special Victim’s Unit, the Officer Involved Shooting Team, and patrol field supervisor. Prior to his career as a police officer, Ross proudly served in the United States Army and held the rank of sergeant before leaving active duty service. He is currently assigned as a supervisor within the Community Policing Detail working closely with community leaders and other civilian personnel.

Ross has is also a state certified Mental Health Peace Officer and is certified in Crisis Intervention Training. He has been awarded certificates as a Master Peace Officer, Special Investigator, and Child Abuse Investigator. Ross is responsible for the scheduling and supervision of officers at Blue Transport.

Carlos Garcia is also a 20 year veteran with the San Antonio Police Department. As an experienced manager and leader, his past work history includes assignments as a Robbery detective and supervisors for both the Court Liaison and Community Services details. Garcia is a Lieutenant and has worked directly with Saucedo for a number of years.

Garcia has received a Bachelor’s degree in Political Science from St. Mary’s University in 1993 just prior to starting his career in law enforcement. In addition, Garcia is a certified and licensed Instructor. He is also certified in Crisis Intervention Training and a certified Mental Health Peace Officer. Garcia’s responsibilities at Blue Transport include management of its daily operations and the hiring of personnel.

Things You Should Know

While private ambulance may be the most economic medium of patient transport, such a method cannot guarantee the safety and security if the patient is mentally ill. Most importantly, movement by private ambulances is not compliant with the Texas Health and Safety Code.
